LCDR FRANCES LAMARR EVANS, USN

Lieutenant Commander Evans is a native of Saint Louis, Missouri, where she studied Theatre Arts, Dance, and Music at Webster College in 1979. She completed her theatrical training at the American Academy of Dramatic Arts in Pasadena, California in 1981. She earned three degrees from California State University, Los Angeles: B.A. in Child Development 1990, M.A. Ed. in Special Education 1995, and M.A. Ed. in Education Administration in 2001.

Lieutenant Commander Evans enlisted in the United States Navy Reserve Intelligence Program in 1997 under the Advanced Pay Grade Program as an Intelligence Specialists Third Class. In 1998, she completed the Basic Reserve Intelligence Course “A” School in San Diego California and Intelligence Training Course “C” School at the Navy and Marine Corps Intelligence Training Center NMITC in Dam Neck Virginia. She was advanced to Intelligence Specialist Second Class in 1998 and Intelligence Specialist First Class in 2002. While assigned
to Navy Reserve Commander Naval Air Pacific OPINTEL 0194 in San Diego, California from 1998-2003 as the Rate Training Petty Officer, she supported the following unit Fleet Exercises: FLEETEX in 1999 on the USS Constellation as Intel Watch Supervisor and Network Control Supervisor for COMCRUDESGRU One Flag; Kernel Blitz Experimental Exercise 2001 on the USS Coronado as Air Desk Watchstander and Imagery Analysts; RIMPAC 2000 as White Cell Scripter, and RIMPAC 2004 as OPS Intel Watch Petty Officer and RFI Manager. In addition, she supported five overseas annual training exercises in South Korea, Japan, and Thailand with combined joint commands and special operations units as an Intelligence Watch Petty Officer. While assigned to Navy Reserve Command Naval Forces Korea (CNFK) 119 from 2004-2008 as an Intelligence Analysts and N2 Directorate Intelligence Briefer, she provided Intelligence collection 
and dissemination to the CNFK unit and DET’s in support of the following: ULCHI Focus Lens 2005 with Commander 7th Fleet, United Freedom Guardian 2008 with CNFK in South Korea and Talisman Saber 2005 in Australia with COMEODGRU ONE. Lieutenant Commander Evans was selected and initiated as Chief Intelligence Petty Officer in 2006, earned her 3924 NEC, assigned Rate Training Chief Petty Officer and Enlisted Mentor Coordinator. She was mobilized to support Operation IRAQI FREEDOM during 2007, standing up the first Full Motion Video and Signal Intelligence Analyst cell.

Lieutenant Commander Evans received her commission in 2009 through the Limited Duty Officer Program and was assigned to Navy Reserve Defense Intelligence Agency Headquarters 1194 from 2009-2015. She served in several key leadership positions: Administrative Department Head, Assistant and  Training Department Head, Command Management Equal Opportunity Program Coordinator, Command Individual Augmentee Coordinator, and Command
Fitness Leader. She completed the Limited Duty Officer Training Course, Navy Intelligence Officer Basic Course Phase II, Department Head Leadership Course, Division Head Leadership, Advance Officer Leadership Course, Training Officer Course, and Junior Officer Professional Development Course. She earned her Intelligence Warfare Officer pin and completed all Basic Intelligence Officer qualifications. Lieutenant Commander Evans completed JPME-I National Security Affairs Department’s courses Theater Security Decision Making and Joint Maritime Operations through the Naval War College on-line program. LCDR Evans was assigned to Navy Reserve Command Pacific Fleet 0194 from 2016 – 2018 and served as the Training Department Head, Command Management Equal Opportunity Program Coordinator,

Sexual Assault Prevention and Response, and Enterprise Safety Application Management System Coordinator. In 2016, she was awarded the 2016 Lieutenant Kenyon Anderson “Mustang” Award for Mentorship. In her final Navy reserve tour with Joint Intelligence Center Central Command 0694, Lieutenant Commander Evans served as the Training Department Head and Command Management Equal Opportunity Officer. Lieutenant Commander Evans’ military decorations include: Joint Service Commendation Medal (2), Navy Commendation Medal (2), Navy and Marine Corps Achievement Medal (4), Navy Reserve Meritorious Service Medal [5], National Defense Service Medal, Iraq Campaign Medal, Joint Meritorious Unit Award (2), Global War on Terrorism Service Medal, Outstanding Volunteer Service Medal, Naval Reserve Sea Service Ribbon, Overseas Service Ribbon, Armed Forces Reserve Medal with Bronze Hourglass and “M” device, Flag Letter of Commendation [3], Navy Rifle Marksmanship (S), and Navy Pistol Marksmanship (E). Lieutenant Commander Evans resides in Santa Maria California. In her civilian career, she has over 28 years in public and private school education, and is currently the Director of Special Education for Santa Maria Joint Union High School District.
