Commander Samuel ‘Sam’ Hoard Jr.

​​CDR Samuel Hoard Jr. is a native of Hattiesburg, MS and raised in Los Angeles, CA. He enlisted in the Navy’s Delayed Entry Program prior to reporting to Recruit Training Command in San Diego, California in May 1993 receiving follow-on orders to the USS TRUXTUN (CGN 35) as an undesignated Fireman. Upon graduating from HT “A” school in February 1996, he transferred to the USS ABRAHAM LINCOLN (CVN-72) and completed a six-month Western Pacific deployment. In January 2000, he was selected for the Enlisted Commissioning Program and upon graduating from Norfolk State University with a Bachelor of Science degree, he was commissioned and received orders to the USS MILIUS (DDG 69) in San Diego, Ca. serving as Electrical Officer and Assistant Chief Engineer.

In April 2005, he reported to PC Crew Kilo in Coronado, Ca. to serve as the Executive Officer, Weapons Officer, and Supply Officer onboard the USS HURRICANE (PC 3), USS SIROCCO (PC 6) and USS THUNDERBOLT (PC 12) deploying to C5F for OPLAT defense. In March 2010, he reported as Chief Engineer for MCM Crew Reaper while being embarked in USS DEVASTATOR (MCM 6), USS GLADIATOR (MCM 11), USS CHAMPION (MCM 4) and USS CHIEF (MCM 14) in San Diego, Ca. and Bahrain, UAE. In September 2012, he transferred to Littoral Combat Ship Squadron ONE as the Mine Warfare Detachment One Mission Module Officer-in-Charge (OIC) embarked in USS INDEPENDENCE (LCS 2).

He reported as the Executive Officer in 2015 and fleeted up as the Commanding Officer for MCM Crew Bulwark embarked in USS ARDENT (MCM 12). He led the command as the first fleet MCM to complete Time Based Basic Phase following a rigorous 30 month SRA/DSRA while winning the NEY award.

In February 2019, he reported to USS HERSHEL ‘WOODY’ WILLIAMS (ESB 4) GOLD MILCREW as the Officer-in-Charge/Executive Officer. He prepared the crew and ship for homeport shift/deployment as a viable operational joint coalition Forward Deployed Naval Forces asset for C6F/AFRICOM areas of responsibility and was selected for Surface Commander Command Afloat.

While ashore, he was an order-writer for over 1000 selective reservists NRC in Port Hueneme, Ca. and instructed Department Head/Division Officer Leadership courses at Center for Personal and Professional Development (CPPD) in Dam Neck earning his Master Training Specialist (MTS) qualification and Graduate Degree in Leadership and Management from Troy University. He served as the Force Director for Anti-Terrorism Force Protection (N34) for Commander, Navy Reserve Forces Command, Executive Officer for Navy Reserve Center, Norfolk, Commanding Officer of Navy Reserve Center New York City and earned his certificate for Joint Professional Military Education (JPME) Phase I.

His personal awards and decorations include the Meritorious Service Medal (3), Navy and Marine Corps Commendation Medal (3), Navy/Marine Corps Achievement Medal (6) and the Navy Battle “E”.
