Colonel Anselm J. Dyer, USMC (Ret.)

Colonel Dyer is a native of Trinidad West Indies and migrated to the United States in 1969. He received his Bachelor of Science degree from North Georgia College in 1980 and was commissioned a Second Lieutenant in the U.S. Marine Corps Reserves. He received his Master of Business Administration degree from Webster University in 2011 and his Master of Human Resources Development and Master of Human Resources Management from Webster University in 2013.

From 1980 to 1983 Colonel Dyer served in various Marine Corps supply officer billets at Camp Lejeune, NC including the 2nd Marine Division Supply, 1st Battalion, 2nd Marines, 2nd Marine Regiment, 5th Battalion, 10th Marine Regiment and logistics officer at the Rifle Range Detachment (RR Det).

Colonel Dyer left active duty in 1984 and worked as a Branch Manager for Norwest Financial in Louisiana and Maryland, and AVCO financial in North Carolina.

Colonel Dyer returned to active duty in 1991 at Naval Support Activity New Orleans, Louisiana, and served as the Assistant Division Supply Officer for 4th Marine Division where he was instrumental in reconstituting the Reserve Force upon return from Southwest Asia. He coordinated the post mobilization and subsequent demobilization and retrograde of equipment from the active forces to the 233 Supply accounts of the 4th Marine Division.

From 1994 to 1999, Colonel Dyer served as the Marine Corps Property Officer for MAG 46, MCAS Miramar, San Diego, California and the S-4 Officer for MALS 46, at Miramar. While at MAG 46, he coordinated the relocation of the entire MAG from MCAS El Toro to MCAS Miramar and supported dual sites in excess of 80 miles apart.

In 2000, Colonel Dyer was assigned as the Operations Officer for the Marine Forces Korea 50th Anniversary of the Korean War Committee (AKWC).

From January to June of 2001, Colonel Dyer was assigned as the Current Operations Officer, G-3 3rd FSSG in Okinawa Japan, where he supervised six separate branches to include the Logistics Movement Control Center, Engineer Support Element, and the Military Police Element and provided support for exercise operations.

In July of 2001 Colonel Dyer was assigned to Manpower Plans and Policy Division, Manpower and Reserve Affairs, Headquarters Marine Corps where he provided policy guidance to the entire Marine Corps in the areas of Reserve mobilization pay and entitlements, fiscal policy and contingency cost reporting, pregnancy policy, tattoo policy, and homosexual conduct policy. In addition, he wrote the first Marine Corps Order on Sexual Assault Prevention and Response (SAPR) and developed the concept, organization and wrote the position descriptions for the SAPR office for providing oversight for all Sexual Assault issues within the Marine Corps.

In May 2005 Colonel Dyer was assigned as the Head, Equal Opportunity and Diversity Management Branch and Advisor to the Commandant of the Marine Corps on Equal Opportunity and Diversity matters. He developed and administered Equal Opportunity and the initial Marine Corps diversity policies and programs. He developed and conducted Leadership, Equal Opportunity and Diversity training, to over 5,900 Marine Corps officers, General Officers, civilian Senior Executives and senior enlisted personnel in the Marine Corps.

In November 2007 Mr. Dyer earned his mediation certification to mediate Equal Opportunity, Equal Employment Opportunity and Employment disputes, within the Department of Defense. In January of 2015 Mr. Dyer was certified by the Supreme Court of Florida as a County Mediator and in January of 2016 as a Family and Appellate Mediator.

Mr. Dyer retired from the Marine Corps in Sep 2009 and currently resides with his wife in Melbourne FL and is President of AJD Mediation and Consultation Services.

His personal decorations include the Meritorious Service Medal with two gold stars in lieu of third award, and the Navy Commendation Medal. Colonel Dyer is married and has four children.
