CAPT(S) Efimbe, USN

CAPT(S) Efimba was born in Cambridge, Massachusetts and soon moved to his hometown of Arlington, Virginia. He attended the Naval Academy Preparatory School, subsequently graduating from the Naval Academy with the class of 1997.

At sea, he’s served a variety of positions aboard USS REUBEN JAMES (FFG 57), USS WASP (LHD 1), USS HERON (MHC 52), USS RAVEN (MHC 61), USS FALCON (MHC 59), AMPHIBIOUS SQUADRON ONE, and EXPEDITIONARY STRIKE GROUP ONE. He completed five deployments to: the Arabian Gulf, South America, and the Mediterranean is support of Operation Southern Watch, Teamwork South, peacekeeping operations in Kosovo, Operation Iraqi Freedom, Operation FORSAIL, and Humanitarian Assistance to Pakistan.

Ashore he’s served with Chief of Naval Operations Assessment Division (N81) leading various studies to inform Navy Leadership Programmatic Decisions. He commanded Navy Operational Support Center (NOSC) Cincinnati. As Military Sealift Command’s Operation Support Officer, he managed over 3,000 Drilling and Individual Ready Reserve Sailors supporting Fleet and Joint operations all over the globe. Additionally, he served as Navy Region South East Reserve Component Command Jacksonville Chief Staff Officer overseeing 19 NOSCs and 8,500 Sailors in five states and Puerto Rico.

CAPT(S) Efimba attended Naval Postgraduate School (NPS) in Monterey, California, earning a Master of Science in Operations Analysis from NPS and a Master of Arts in National Security and Strategic Studies from the Naval War College. CAPT(S)Efimba completed JPME II at Joint Forces Staff College June 2018 and subsequently took command of NOSC Everett July 2018.

His personal decorations include the Meritorious Service Medal, the Navy and Marine Corps Commendation Medal (four awards), Navy and Marine Corps Achievement Medal (two awards), and various campaign and service ribbons. He is married to Celine O’Leary of Capitol Hill, WA, and they have two sons Ronan and Keenan.
